CSPII Commentary: Chants of “Allahu Akbar” at City Hall on the 9/11 anniversary cannot simply be dismissed as a generic religious expression. The takbir is a doctrinally multi-purpose formula, used in prayer and ordinary religious life but also in jihad. In Sahih al-Bukhari 610, Mohammed approaches the Jewish settlement of Khaibar with his army and, immediately before its conquest, exclaims: “Allahu Akbar! Allahu Akbar! Khaibar is ruined.” Thus, when the same cry is shouted at a politically charged demonstration on the anniversary of a jihadist attack, its martial meaning is part of the phrase’s Islamic textual precedent—not something invented by its critics.

CSPII Commentary: The doctrine behind the demand that Muslims not remain under Kafir authority is older: “Allah will not give the disbelievers any way (of success) against the believers” (Koran 4:141), and believers are told not to take Jews and Christians as awliya (guardian) rather than the believers (Koran 5:51; cf. 3:28, 4:144). Classical law treats rule by non-Muslims as a condition of weakness to be endured or reversed, not as the proper end-state. Appointment to commissions is the soft form of that claim: raise Islamic power inside a Kafir system until the system no longer rules them.
