CSPII Commentary: IPC in Kuwait courts foreign workers with workplace dawa and post-conversion aid, while its own FAQ cites Koran 2:256: “There is no compulsion in religion.” Koran 9:29 still commands fighting and jizya “until they [Christians and Jews] pay the tribute readily, being brought low”—one of many doctrinal rules that have historically made life for non-Muslims in an Islamic country harder than life for a Muslim. Conversion can therefore look like a logical step for those workers. What they are almost certainly not told is what Mohammed prescribed if they later change their minds: Sahih al-Bukhari 6922, “Whoever changed his Islamic religion, then kill him.”

Malian Muslim villagers from Ségou, Timbuktu and Mopti—already paying zakat and gathering at the mosque—have been driven into exile by jihadi groups GSIM/JNIM and ISSP, who present themselves as mujahideen imposing Sharia: compulsory zakat as tax, black veils for women, bans on music and drums, forced marriages, and 24-hour ultimatums to abandon entire villages or be killed.
