CSPII Commentary: IPC in Kuwait courts foreign workers with workplace dawa and post-conversion aid, while its own FAQ cites Koran 2:256: “There is no compulsion in religion.” Koran 9:29 still commands fighting and jizya “until they [Christians and Jews] pay the tribute readily, being brought low”—one of many doctrinal rules that have historically made life for non-Muslims in an Islamic country harder than life for a Muslim. Conversion can therefore look like a logical step for those workers. What they are almost certainly not told is what Mohammed prescribed if they later change their minds: Sahih al-Bukhari 6922, “Whoever changed his Islamic religion, then kill him.”
