Non-Islamic (Kafir) societies might think that openness and tolerance toward Islam as religion might grant them protection from becoming targets of Islamic terrorism; however, that is a wrong assumption.
It is important to understand that Islam is not only a religion; rather, it is a complete civilizational and ideological system that consists of both political and religious components. The goal of Political Islam, as outlined by the Islamic doctrine, is not to live in harmony and unity with the non-Islamic world, but to subjugate it instead.
Therefore, any suggestion that openness and religious tolerance will protect a country from the threat of terrorism, or other acts of Jihad based on the doctrine of political Islam is misguided at best.
Koran 3:28 forbids any friendly relations with kafirs, since according to Koran 8:55 kafirs are the worst of creatures and they should be killed whenever found unless they submit to Islam, as asserts Koran 9:5.

Koran 3:28 - Let not the believers take the unbelievers for friends, rather than the believers -- for whoso does that belongs not to God in anything -- unless you have a fear of them. God warns you that You beware of Him, and unto God is the homecoming.
Koran 8:55 - Surely the worst of beasts in Gods sight are the unbelievers, who will not believe,
Koran 9:5 - Then, when the sacred months are drawn away, slay the idolaters wherever you find them, and take them, and confine them, and lie in wait for them at every place of ambush. But if they repent, and perform the prayer, and pay the alms, then let them go their way; God is All-forgiving, All-compassionate.
Hadith Muslim 001, 0031: Mohamed said: I have been commanded to fight against people, till they testify to the fact that there is no god but Allah, and believe in me (that) I am the messenger (from the Lord) and in all that I have brought. And when they do it, their blood and riches are guaranteed protection on my behalf except where it is justified by law, and their affairs rest with Allah.
